When we are in France we can never understand how the populace runs their day as if 12 o'clock was the real midday.
So even the retired still stop for lunch at that time which is closer in the summer to 10:30by the sun.
So we work on until about one p.m or one thirty to make the most of the lower heat. going back to work when the temp has come off its peak.
France marches to European i.e. German time, as it used to have to do during the occupation.

Or alternatively how bonkers we are to stick with UTC. But when you have to do stuff in 30 plus degrees of Celsius i think UTC makes more sense.
