I'm going to attempt to. Peel it off, remove the powdered foam, spray glue it back on. Or will the glue seep through the fabric? Should I just purchase new fabric?

Give it a go, the issue you'll have is stretching the old one to re fit it. I used a VW camper fabric, looks great.
