I did read ages and ruddy ages ago about either the handbrake cable shorting on the gear box or the gear selector cable shorting on something....really sorry I can't remember were I read or heard it from, or why it happens...but something rings a really distant bell for some reason.....

Maybe someone else has heard of this!!

Bad earth to engine, starter has earthed out through hand brake cable. Sort earth out fit new cable.

How has that effected my handbrake not releaseing and what was the burning plastic smell (doe! prob my brain)

Because your handbrake cable was being used as an earth and this causes it to be come hot (ever put a wire across battery terminals?) which melts the plastic sheathing on the inside of the cable (burning plastic) which then cannot move.

Thanks worked it out after i posted it and found that my brake peddle went to the floor new cable for me then and a new earth strap thanks gang love the help

Your handbrake's got nothing to do with your footbrake. If your brake pedal is going to the floor you've got other issues.
