To be fair a standard Defender is stable enough to do 80-90mph without issues. The problems come with big tyres, lifted suspension, worn bushes etc. which encompasses a lot of "off-roader" type Defenders! If your speedo is saying 60!? shouldnt that mean your actual speed is about 65?! defenders were never made to do those speeds...
last i checked my speedo always shows me doing 5mph under what im actually doing as for big wheels, tyres etc..
Speedos usually under read by around 3 mph, unless you have larger than standard wheels
A standard speedo will over-read slightly. By law they are allowed to over-read up to 10% (I think) but not under-read. So manufacturers tend to err on the side of caution. Increasing the tyre size will often cause the speedo to under-read as you say, which can make speed cameras a bit more "fun"
