Averaged over 30mpg in the last 132,000 miles in mine. As you can see there is significant variation over time and in differing conditions.

Your wastegate being seized open would have prevented any boost and therefore any additional fuelling, effectively turning your engine into a naturally aspirated version. Would be gutless under load but I suspect good MPG would have been a side effect.
