Been doing some digging-bank of England
1) Notes are no more than a token and unredeemable.
2) A private compay called DE La RUE prints the money.
3) Electronic money does not become legal tender until it is dispensed from cashier or machine.

For a FOI laugh we have asked to de register a vehicle and will insure it on a chassis number therefore able to cover our common law liability and exemption from statute law.
