hi new to this site I have same problem any information you can give as to how to remove or check to see if that's the problem mine is 2004 any helpful info be great thank you
I cut open a 2004 fuel tank a couple of years ago and if I recall correctly there is a flap or ball valve or such at the entrance to the fuel tank where the filler pipe joins it. Maybe shoving a flexible springy thing or similar down the filler might free it up if it is jammed. Otherwise you would need to drop the fuel tank and disconnect the filler pipe to get access.
Also maybe a quick blast of air from a compressor with the fuel filler sealed up around the compressor nozzle with a wet cloth might help.
 
I'm going look in my boot now, because I'm sure I've never seen that tool.
I was sure you had mentioned the tool in the past, unless it was someone else but I thought you referenced another car. I never knew about such tool before. Pretty sure it's located in the glove box? That's just a guess though..

It might have been Hippo who has the tool. Mine doesn't as it's an earlier model without mis-fuel protection.
