Is this possibly a case of RTFM?

My apologies if it's not.

Check list.
1. Ignition on
2. Engine running. Maybe not required - depending on age of vehicle.
3. Sidelights on
4. Fog lights on.
 
I didn't think mine were working until I found out they only come on when their switch is on and main-beam is selected.

Not sure if this is factory or a previous owner mod.

Legally, front fogs should not come on when on main beam - only on dipped. Driving/spots with main beam is good but when you dip it should switch on your fogs - when you go to high beam it should be spots but no fogs.

Fogs also have to have a "tell tale" light on the switch for MOT.

Lots of people (I'm not saying you're one of them...) confuse fog lights and spot lights but there's a serious legal difference and it's all down to the classification of the lens. It will be stamped on them somewhere.
 
Mine are definitely 'spots' (sorry, I misread the OP's question) and are legal here in France.

Pretty amazing light output too from a factory setup.
 
I thought my Serengeti had fog lamps, but they turned out to be driving lamps. Driving lamps have "HR" next to the E-in-a-circle, fog lamps have "F".
