Yes that is quite correct. There must be fuel pressure for it to start. It's difficult to monitor it, because pressure fluctuates lots, but it needs to be a reasonable amount. I think mine measures about 8KPa while cranking.Fair enough, but if it is cranking there must be fuel pressure or else it would never start.

perhaps change the starter motor along with the O ring. i need to be careful not to mess the mechanics around.
