Top of inner wing underneath reservoir and abs thingy.

Was not there a few months ago.

What is best repair?
 
Is it just surface rust or holed?

If it doesn't need welding, good wire brush/flap disc then scrub some rust converter in with a short stiff brush. Prime, paint and waxoil/lanoguard etc

Not sure but will drop some rust converter in asap

Give the whole area a tap with a small hammer or wide, blunt screwdriver first. If it sounds dead and there's delamination or holes appear you'll have to weld. Hopefully you get a decent ringing sound.

Rust converter needs overcoating ASAP

If its gone there, then you need to pull of the sound proofing and have a look, rusty bulkhead is a known trouble spot.
