I think white smoke that makes the eyes sting will be unburned diesel, moving the fuel injection pump does not adjust the richness/leanness, have the garage check the static timing as advised by @Grrrrrr , whilst the inlet manifold is off and the heater plugs are accessible it may be a good idea to check the compressions.;)

Looks like collectively everyone seems to point to static timing issue. The workshop must have blundered it when they put everything back on.

It will be a while before the workshop can work in it .... we are heading into a long holiday.
