Can any tell me or think of a reason my series 3 has both style of wind shield mounts. I never noticed till watched a video about the differences between a 2 and a 3. From what I can tell...I have a 3 bulkhead.

That's because you have a series 3? The only s2 bit in the pic is the bonnet

That is a bit weird as the S2 and S2a has those flat outer bits and as said you also have the wider hinges just inside them , don’t know
 
My best guess is that those outer brackets were added by someone competent in order to support the weight of a overhanging roof rack - the sort that stick out over the bonnet.
 
That makes a lot of sense. I know the previous owner used it hunting, camping etc. Also it has the same type of brackets welded to the rear bumper. A plausible answer for brackets would be some kind of home make rack system.
