Could be, you will have to watch under the dash for dripping water next time it rains to locate the source, also look for any existing water stains around the A post seams and dash supports.
Check the heater matrix or it could be a hole in the floorpan should be able to see water ingress by looking in the footwell depends how much is gettin in really.
