Wounder.............. I'd keep an eye out on ebay or try a few breakers yards

If your intent is simply delete the EGR, yes you can attache the blanking plate to flange 2 with bolts and nuts..after which you ensure that you secure the pipe safely away from the pulley and belt.
Since the other two Allen bolts were tough to remove, you might want to soak the ones at # 2 really well before attempting to remove them
What engine you got there bud?
I managed to remove all the other bolts and came to that one last and it wouldn't undo
From the pics it's hard to tell if you have space to the left of the engine side egr flange. If there is room, you can also tap the flange to that side giving you much better access to the stuck bolt where you can get a good grip with a vise grip pliers to get it off.
The problem is there is nothing left on the head of the bolt as most of it snapped off, I will try get a better picure
If that's the case then you have to remove it, the flange will leak.
Take your time, try drilling the center of the Allen head bolt and then get a good extracting kit and give that a shot
