Yes it is. Unless you cut a hole in the floor that's the only way to get at the fuel pump. It rests on a kind of undertray that bolts to the chassis on either side and a couple in the crossmember. The bolts go into captive nuts that either liberate themselves or are rusted solid. With the bolts out the tray can be moved slightly (forward as I recall) to release itself and then the tank will drop so that its full weight is suspended on the fuel hoses and a few wires. After a bit of further struggling the tank can be propped on bricks and bits of wood to release the hoses whilst lying on one's back in a puddle of diesel that has somehow leaked from a tank that had previously been siphoned 'empty'.
