What controls the injectors to open is the ECM, the ECM is controlled by all the sensors and if one of them is faulty the ECM will ether run in default mode or not at all. If the common rail is not getting pressure or not seeing pressure then the ECM will not let the injectors open (no voltage) the same can happen to the cam sensor, if the engine ECM does not know what position the engine is at to inject fuel it usually won't inject. Faulty sensors will not always produce an error code, sometimes it's worth checking their values with a multimeter.
