i bought a snap on one similar to that to use on the vehicler and theres no way it will flare steel pipes ,and a pain to use off with copper or cunifer,vice mounted types are much better
 
I've got a very old (30 years plus) one that's similar in design, it will do steel ones with a bit of effort. You do have to make sure you use it correctly otherwise it'll churn out ****, but used properly it's great. Bench mounted ones are much easier and quicker tho!
 
I have got a snap on one that will do steel brakepipes but it takes a fair bit of effort and is a bit hit or miss with it... to bew honest its easier just replacing the complete brake pipe half the time, mind you im doing it on a ramp and not the floor...
 
I recently purchased one like above.
Couple of practice goes and no problems, only had to cut 1 end off.
Just make sure its all square when tightening. I haven't used it on steel if thats what you are using
Also I would replace the complete pipe, no joints.
I did get a cheap bender also, only used it for 90 deg bends straight after the union, the rest was easily bent by hand.
 
nothing wrong with joints ,its just hard to make good flare with steel with a lot of kits on the car
 
I bought one of these and it's very good, makes good flares every time as long as you cut the pipe square (use a proper pipe cutter not a hack saw) and dress the end of the pipe before you start.

I haven't actually tried to use it on the car I just bung it in the vice and make up complete new pipes, its not as quick or as versatile as the turret type (it will only do SAE flares on 3/16" pipe) vice mounted jobs but it's a fraction of the price and produces just as good results.
