I have a 19j td engine in my 90.
I have changed all the oils, air filter, oil filter, fuel filter.
I have taken a separate pipe off of the oil breather and ran it down on to the front suspension spring to stop it going rusty, this does not really throw out much in the way of oil and very little smoke. I am not using any oil and have not added any for the last 400 miles or so.
When I idle the engine or do lots of slow manouvres such as reversing the trailer or waiting in traffic ( I think this means that the turbo is not under any form of stress whilst idling ) as soon as I pull away the engine gives a rattle and full revs with a great cloud of blackish smoke for about 2 seconds, I quickly dip the clutch whilst this happens and then everything returns to normal. My theory is that whilst I am idling a bit of oil drips into the turbo intake from somewhere and as soon as I accelerate the turbo kicks in and is fed with that same oil as extra fuel. I think this means that I will need a new turbo at some time. I have removed the turbo intake hose and it is a little oily. Could any one confirm or destroy my theory please it would be a great help to me.

You're pretty much spot on there! My 12J engine was doing this, but of corse, it doesn't have a turbo, so the only other way that it can get oil is via the breather pipe connected to the air intake or via a split in the head gasket.

The gasket is the only real other potential cause of your problem, should the gasket have a small fracture or a high spot which allows some oil through under pressure. It would happen on a very regular basis however and there would need to be a lot of crank case pressure (from cracked pistons or worn rings / bores) in order to cause this however.

Try pressing your thumb over the dipstick tube for 5 seconds with the engine running. Quickly release your thumb. If there's a lot of pressure or your engine blows oil up at you, then there's a problem in the bores somewhere.

If theres a bit of pressure but not much, it will more than likely be your turbo and its best to get it replaced or fixed quick so that it doesn't suddenly go and destruct your engine (which will happen eventually!)

I saw the words fix,
Can I refurb a turbo or get a recon one or do I just need to get a new one?
This begs the question, where do I get one,? roughly how much? and can I easily fit it myself?
 
It should just unbolt.

You also may be able to 'just' replace the seals in it, but i wouldn't count on it - they are designed to run between 80 and 200,000 RPM. Yeah...
You can pick one up for not much though, even the whole engines arn't that expensive.
