The concern being that the relay can sheer, but the manual nature of the steering makes this impossible. Thus putting electric PAS between the steering wheel and the relay carries risk.

If the sump isn't entirely flat then adjust with a Landrover service tool such that the flange between the holes touches the block first. That way the bolts will tighten the gasket throughout.
Okay. A multimeter is a great tool. Don't need a top brand, something £20 or so will do. It will tell you if you've got 12 (or 24) at a wire. So you can see where the electric stops.

I disagree. Most coil sprung things have all sorts of useless stuff. I've even seen then with wind up windows! Can you imagine? Next it will be electronic controlled engines and, boom, short life consumer product with touch screen operated...
That's the obvious solution. Sell the coil sprung electronic ridden consumer product and buy a Landrover. If it doesn't have leaf springs, stay away......
