Yes there is an easy fix.
Stated in the workshop manual the is idle speed is 673 to 728 rpm at normal running temp.
The idle adjustment is on the throttle side, you may find a anti tamper plug fitted.
Perhaps check at the mixture the same time...

Ok now that clear 👍 it appears that the ignition load relay is isn’t operating correctly when the ignition switch is in position 2. So iffy relay due to no 12v supply, or burnt relay contacts not closing if the relay is operating.

Ok by now you have the blower relay confusingly called ignition load relay, and hopefully you have now found the front wiper relay.
The mirrors don't have a relay and the electric windows has only an ECU.

it’s a printed circuit board mounted component which is factory built for particular inertia spec for its application, and part of the vehicles security ECU PCB. It can’t be adjusted and it is a safety feature.
It should only be an issue when the vehicle has a very hard knock or bump as in an accident, there’s inertia switch which will signal the doors to unlock, if locked, and also set the hazards flashing.
