Sounds like someone has by-passed the fusible link, not a problem but it doesn't sound like a tidy job. Have a look in the sleeve that runs from the pos bat terminal and you should find the original. replace the short section between the two lumps of blue tape and that should restore it.

Drop the panel under the glove box passenger side, take the glovebox lid off. The alarm module is the green plastic box with the 2 connectors.
