When I had the same symptoms but without the air bubbles it was a combination of the HP fuel pump and the pressure control valve. Although once it started with easy start it carried on running.
Looking at the diagram yes. I'm looking to see if I have a picture of the secondary pump when I replaced it to see if the pipe is blue.
Have you replaced the fuel filter?
Have you disconnected the feed pipe and cranked it to see if fuel comes...
Don't remember having that problem when I did mine. If you raise the suspension does it give you enough clearance? Assuming it's part of the body that's in the way.
If the leak is less than the vacuum pump provides then I'd say the above could happen.
I've never changed one yet so no idea how difficult it is.
You were asked if you had access to a vacuum pump to connect to the servo?
