Cheers for the help in advance.

My wash wipe on my 90 stop working a few weeks back and I’ve only just got round to having a look at it. I’ve got power to the stalk but as soon as I put the stalk in position to wipe the volts drop away to 0. I put a cable straight to the battery and wiper cable and they worked . Any help on this would be a great help as it’s over my head. Also on a unrelated note when I had removed the cover around the steering wheel I saw this (see pic) does anyone know the name of said part so I can get a new one.

The stalk doesn’t seem to be the issue as I used a bit of cable to mimick the stalk by connecting the live and the cable to wiper motor and the voltage went down to 0
 
Voltage being present when there is no load (off) and then disappearing when turned on is a good indicator that there is a high resistance in the supply cable. Although it may seem wrong you actually should be looking at the power cable first. It may be worth giving the switch another live feed and see if that works. If it does then you need to look for things like corroded terminals in the supply wiring.

Cheers for that I did notice a few red crimps in the supply cable so it’s clearly been buggered about with. I think I might just run new cables to it

What are we looking at? Or, is it me? o_O
 
It goes from 12V to 0V when you switch on at the wiper stalk?
Methinks that you are measuring between the permanent feed and the switched feed, where you have a 12V circuit when it's off (backfeeding via the motor to earth) and then when you put a 12FV feed to a 12V line, your reading becomes zero!
Check the voltage between the connections you have been using and earth, and that might give us a better clue.
 
wiper issue has been fixed by running a new cable in thanks for everyone’s help.

On the ignition lock issue it’s a Lucas 162sa i looked on paddock spares and I have no idea which one is which as I can imagine the part numbers have changed in the last 30 years, does anyone know which one I need to get?

On a related matter, I had a fuse a while ago that didn't quite blow but suddenly developed a resistance of 70 ohms. So it seemed OK when I checked it for continuity but the relevant accessories would not work. So in your case I'd be looking for resistance in the path from the battery to the switch, starting with the fuses. Break it up into sections so as to help you narrow down the fault. If the fuse is OK, try between the terminal in the fuse box and the switch, and so on.
