Kindly provide any help/opinion on what this may be:

there is a wining noise coming up occasionally from the center console, between the clock and radio. I can't tell if it is the clock but this is electric isn't it?
When starting the engine it is fine and then somewhere on the way it starts. It does not have always the same level. Sometimes it is less. If I stop and switch off the engine at key removal position, it goes. Then switching on again it may not appear for a while.
Radio and air-conditioning is off. So, if not the clock it should be something behind the console.....
So, it is a randomly appearing noise mostly coming from the back of the clock. Mind you the clock has started malfunctioning while it was working fine up to now.
Any advise?

Possible the cabin temperature sensor which is directly below the clock.
It has a small fan on it that draws air into the sensor, this may be the source of your whine.
 
I agree with Tony 2 - had both of these out on my cars - normally covered with fluff and dust. Look like they have a temperature sensor like the MAF on the engine so cleaned them with the same stuff after carefully picking of 12 years of accumulated rubbish, both are now a lot quieter. Involved job for a small gain though, luckily I was changing switch bulbs at the time....
