The P38 does not have "Gutters". A roof rack or similar uses the pockets in the roof. I am not aware of a custom made roof fitting light bar for the P38. However roof fitting rails are available with the matching cross rais, don't know if you could adapt that.
The majority of people with a P38 who want ancillary lights mount them on an "A" bar......Unless someone knows different !!

problem is an A Bar is like hens teeth at the moment. there are about 8 or 9 on ebay and there all either for the L322 or the RRC

yeah the problem with those is really that they have to be drilled. trying to avoid that

you could adapt a normal light bar to attach (bolt to) the roof bars. Line the bottom of the bar with foam padding to stop any rattle and movement. You may have to also pad the bottom of the lights if you angle them down... as these will otherwise bounce around just above the windscreen.
