to a 020 for example, Do we do it to gain more power or because of too much wear?

If the former, How much power to you get in a 300 TDI by moving up to a 20 or 40?

Re bores are almost always done to engines which have excessive wear. Allows the bores to made round and consistent again. The gain from increasing the bores and pistons by. 020" would be nominal.
 
as above , wear and removal of poor surface,to give you an idea a 3.9 is larger by 200 thou compared to a 3.5
