bloke dint say inside of tyre, and if it wur the inside of the tyre most likey he'd have sed that. plus if yer brakes is leaking it would in most cases make its self known by yer brakes being even crapper.
most common reason fer oil on yer tyres is either flange gasket or oil seal.
if yer gonna go down the road of, could be's, then it could be that a doga drank some oil and ****ed over the wheel

It's almost definitely the hub oil seal which means either the seal's fookd or possibly a bearing's gone and pushed it out - you need to take off the wheel, brake caliper (put the screws back in pretty quick else you'll lose any remaining hub oil), hub cap, half shaft, locking nuts, hub and bearings and replace the seal (and any necessary bearings which you might as well replace anyway as they're only a coupla quid each) - first time 2-3 hours work, after that it's about half an hour.
You can buy the whole kit from Tamar 4x4 (2 bearings, seal, locking nut) for £8. (well, you could about 2 months ago!)

I'm assuming that you still have the black rubber dust cap in the centre of the wheel? I lost one of mine last year and it made a bit of a flicky mess. There was a little oily "wetness" where it should have been, but nothing that seemed serious. I replaced the dust cap and it was fine.
I have no reason to doubt you but on the invoice that I recieved from Land Rover it said.............
