Had a bit of a search fest but coming up blank. But does anyone know of a company that do padded cushions (ideally in black vinyl) that fit on top of wheel arch? For a 90

also ideally removable.

You need to give more details than that. are you talking about wing protectors for the front when working under the bonnet or are you talking about the rear wheel boxes for putting people in the back?
If you are looking at the rear side facing wheel boxes are you looking for replacements for existing rear benches or are you starting from scratch?

Inside rear cabin. Currently just bare wheel boxes.

one side has a storage crate. The other I though about putting a rectangular seat cushion along top of wheel box.
Don’t want a fold up seat just a cushion l

Just buy some cheap second hand bench seats, far better than a cushion and can at least fold away
