Who knows, because an owner doesn't like dim-dip may be, a bit like me as I am using LED side light bulbs and with dim-dip the lights look a bit naff.
So just unplug to remove the function.

So do you not have a main beam? Or is it on main beam permanently?
Then I don't understand, my mistake. What does dim-dip do? I thought it was switching from main to dipped beam.
UK Government idea to stop people driving about on just sidelights. As soon as the ignition is on as well as the sidelights the headlights come on at reduced power. Is it not a failure point for the MOT if it does not work?
It is not required in a lot of mainland Europe so I don't think it is the EU's idea.
