does the tyre pressure, wheels sise matter with them sizes? i would imagine they are for standard 16 inch wheels, what would the difference be for 19's, (dont say 3 inches!!!)

A 19" wheel with a low profile tyre could be the same overall diameter as a 16" wheel with a standard tyre, in which case the measurement wouldn't change. Some very low profile tyres on 19" rims may possibly be a smaller diameter than a standard wheel/tyre.

Tyre pressures will make a difference to the body/ground height of the vehicle, use the correct pressure for the wheel tyre combination.

I would imagine that a wide profile tyre/wheel could/would cause more problems by rubbing on the bodywork/chassis.

It all really depends on what is fitted or purchased
