It is called minimising risk. Vehicles are dangerous enough in their own right. By adding cheese wire to cut some poor SoB in half increases the risk unnecessarily. The same reason front number plates were dropped from motorbikes. They had a tendency to act as a knife when you hit someone.

I do thing that making them illegal is a bit silly. After all, if you hit someone with the flat front, or bull bar of a Defender, with enough force to lift them up and onto the bonnet, then it is highly unlikely that they will survive, irrespective of whether you have brush cables or not.
