Security items a good choice also if he intends on off roading some waffle boards would be good, top end of budget but very useful in the winter as well.
 
Hat and gloves - one of them big torches with the flashing orange light for when he breaks down at night - sleeping bag (ditto).
The only really useful accessories I've ever fitted to mine are a reversing light and some driving lights. If you want to push the boat out, some replacement headlamp units would be good (you can't just change the bulb in a sealed beam unit fitted to most series....) but include a wiring kit with relays and thick wire!
 
Socket set, clutch claw or Haynes manual - I've only just got my first landy and these were the first items I got. Couldn't do without any of them

Or maybe some waterproof seat covers? You can get custom printed spare wheel covers off eBay for £40, might make a personalised/abusive/embarising present
 
All this bling, and no one's suggested a single security item. Typical Landy owners. I suggest you get him a Disklok or Clutchclaw then at least he will be able to hang on to it for more than a few months

Not typical landy owners, just offering a fun present not a "oh look now i can go outside and lock my landy up and then unlock it" kind of present ;) i think security shuld be left up to him.. :)
 
Lots of tools for when he needs to fix it ( and he will )
A CD or Haynes manual ( so he knows how to fix it )
Big tin of wax oil to slow the rust down
And the all important " one life live it " sticker as is commonly found on most land rovers
