Since having a new recon alternator put on the steering is heavy when you first turn in to a bend then it is normal, then it will not straighten completely with out help. happened when i first had the alternator done ,then it was ok now its back again. could the power steering fluid be low or need bleeding?. is the pump on the front of the alternator ( it's a TD5 ) part of the power steering. it's to dark out now to check fluid levels.
 
Make sure all the belts are nice and tight. Could be that whoever put the alty on didn't tighten up the belts enough and they're slipping

td5 has auto tensioner for the belts, try going from lock to lock to evacuate the air from the system or failing that use the bleed nipple on the top of the steering box- not with engine running as it is very high pressure, also check your level!!

Thinking about it the garage did say the tensioner was partially seized, will try what you said tomorrow.
do i undo nipple and turn from side to side and then tighten up.
