Under what conditions should the Wastegate move?

By hand with the actuator attached?

When revving?

Or is it just under load and when detached?

actuator will move as soon as boost from turbo reaches enough pressure to over come resistance and push on rod ,if rod disconnected from waste gate it will be free to open shut with no resistance ,underload makes no difference its speed of turbo by engine revs,if you stand in front of engine and increase revs by hand on injection pump you will see it gradually open as revs increase nearer the top end
 
Is there any adjustment to be made on the rod and to what detriment? It feels and sounds to be under boosting, my 200 felt a bit more nimble
