Has it moved at all? if it has then push the hub back on, and pull hard, push & pull, this is like using a slide hammer. if it's till not for moving, you really do need a good strong hydraulic puller.
but for safety sake get it resting onto something solid, axle stands, good strong blocks of wood, anything sturdy, not just on the jack.
 
Skill with brute force. It will only be stuck, usually the inner race welds onto the stub, so you'll have to smash the bearing itself to get it off. This only takes time. Using the hub as its own slide hammer works well.

You could try shocking the stub axle by smacking the end of it whilst pulling the hub but you'll most likely round the end of the stub over so take the outer bearing out first. And you'll need a new stub.

It's got to come off mate so get medieval on that ****.
