Used a rust and paint stripper tool attacked to a drill but doesn't reach right into the nook and crannies

Apart from sand blasting, any other method?

Chipping hammer and a wire brush works pretty well if you don't mind putting in the hard yards.

We have a little spot blaster which does localised 'sand' blasting .... or you can take them and have them dipped commercially ...
 
You don't want to be bead/sand blasting stressed steel items like wheels, as you remove the surface tension in the material and will be more likely to fatigue and crack.
