What this strange looking plug under the steering wheel? What should it plug into?

No idea.
All cars have extraneous plugs because they construct the loom to suit different markets.

Saying that, it looks like a beefy plug, sort of like a heater fan plug.

The real question here is, what ain't working?

Three wire connecter looks like.
thin back and blue.
Large red with brown strip
Large Brown.

Didn't realise this but there is second plug also disconnected two pins Both black and blue.

The engine won't start. I'll get into the details of it in its own thread but I had advanced cam shaft timing issues. Open it up reset it and now it won't start. It turns over buts doesn't catch.

I can't see why you are looking inside the car for issues to do with your non starting issue, particularly as you've stated you ""reset" the timing.
Timing is where it's at imho.

Oh this plug had been unplugged we I received it by a previous a owner. I was wanting to know what it's for. The engine ran before with misc unplugged. But inside the car the LCD screen doesn't display properly the messages are faded and faulty wondered if it had something to do with that.

Currently I'm searching out answers for things some things I don't know an noticed.
 
Usual culprit for screen inop is the rear amp, it gets damp back there (N/S).
It's essentially a BMW unit and the later one is better I believe. They can be reprogrammed to have Land Rover screen logo if you can't find one from a RR. (Just passing the little knowledge I've gleaned from here)

So I noticed today that after rain there is a little splash of water on the tray thing I'm pulling the wires from in the photo. I guess I should be concerned.

Did you say amp or lamp? So that's replacement rather than reconnect or recondition.
 
Check your drains. Make sure they are clean. If you have a sunroof make sure those are clean. Check your window seals to see if water is getting in from there.

What screen do you have? Is it the Nav screen or just a radio? If it is the Nav screen the LCD may be at end of life. You can replace just the screen.

But first get the thing running. I responded to your other post.

If you get the vehicle running I will go to my 04 and look for the plug - although I assume yours is RHD while mine is LHD. Maybe check the other side for a similar plug and that would explain it.
 
It looks like the connector for the steering column adjust motors, there are two of them - reach & rake, and they both look like this
