I used my car the other day and the steering wheel was really sticky and left black residue all over my hands. The inside of the car felt damp as I hadn’t used it for more than a week and the weather has been somewhat less than sunny. The top section of the steering wheel felt the worse. As I drove the car, it obviously started to dry out and didn’t feel as bad. I assume the stickiness is hand grease and sweat (nice); will a solvent like meths or isopropanol remove it?

Yes. So will warm water and soap.
 
Baby wipes and allow to dry, seems sticky at first but soon feels nice.
Disgusting what comes off them
