Didn't happen prior to changing steering column.....

Does the angle of the steering column reduce pressure on the cowling letting it sit in a better location (further towards the dash say) or is it a case of making clearance via spacers /hacksawing

It's an 87 with a 4 spoke wheel and original cowlings and wheel.
 
I changed my cowling recently and it started catching. I found that loosening the screws that hold it to the column meant I could adjust the position enough to cure the problem. You could also take the cowling off and fettle it to get a bit more clearance.
 
Mine does that too, also an ‘87. It didn’t do it before, started after I had to take the wheel and shroud off for some reason. I can’t see any obvious places for adjustment, everything’s tightened down correctly. I’ve chosen the lazy option and I’m just going to let the wheel and shroud wear down together!
 
There's a bracket/support that connects column to the bulkhead. You may need to tweek that a bit, if all else has failed.
