My vote goes to the pre loaded taper roller bearings, much like you have in the pinion in the diff. Deep groove ball bearings are not best suited to this rocking motion and have limited load carrying capabilities compared to a roller bearing..
I think I would go for taper bearings too, shimmed with a bit of pre-load, I reckon about 4 thou would do the job, same as the main bearings on a Velocette motorcycle.
 
If you are planning on welding the dumb iron it may be worth getting some penetrating oil down the side of the steering relay to make it easier to pull out. They rust in and get imposible to remove so its worth pulling it out while you have access and greasing everything.

What he said ^^^^^^^, notoriously badly rusting into the perforation of the chassis, and yes I believe it could have rusted into a hole in the housing, the missing oil must be going somewhere.
The upside is, the soaking of the oil might make the relay housing easier to get out, mixed blessings.
