Check your boost presure first . Inspect boost hoses to make sure they are all sound and not leeking . dont waste money on a boost pin for the pump diaphram as you can adjust the standerd pin for free . Take the top off the diaphram housing on the pump and move it clockwise 1/8th of a turn then have a drive and see what its like . There is no point in messing with the fueling untill you know the boost presure is right

Those tyres will happily soak up a few extra horse as well! :D
 
For what it's worth. I run 35" BF MUD's on my 90, roof tent and roll cage (added drag) etc and mine would sit at 70mph happily on motorway (although drinking fuel) 80 was achievable but you would need to watch the temp gauge. In summer 80 was hard to maintain as she would just get to hot. I tweaked the fuel pump but was on standard intercooler etc.

Hoses are often overlooked too. Good set of intercooler hoses are also worth looking at.

I've had 33" tyres previously. And mine would also sit happily on the motorway at 70. Faster even! However mine seemed to lack in bottom end before the turbo kicked on.

Obviously the tyres are going to have some affect. However, I don't think they are your problem.

As above or from what I've learnt...

Check lift pump, delamination of intercooler hoses and boost loss, clean filters. Brakes binding slightly. Boost diaphragm and boost pipe to FIP. Timing?

as far as i can tell it had egr blank and a decat down pipe.. everything else is standard(i believe)
 
Tis a silly little thing, but have you checked the adjustment screw on the throttle cable position near the fuel pump.

I found mine was gutless one day, when I checked I found the cable adjustment screw had unwound and when I floored it i was only getting about 1/2 throttle.
