all great ideas would my problem the top bolt sits in a recess so hard to lube, cut, even hit withn the bloody hammer i got the torch for a beter look on it and its pretty rounded off i think will try the pluggas then mapgas with another replacement irwin socket.
it there atool that drilld into the bolt so another bolt can be threaded inside it usually a couple of mm narrower then that bolt unscrews it .
is it my imagination or do i need to invent it
Step away from the drawing board, a LH drill bit and LH extractor set are the tools you’re imagining.

Cheers blue dog I knew I had seen something
So plan 3 at weekend plan 2.5 for now I managed to get caliper of (don't ask) bolt still in pic included I wanna try my other wins a bigger socket ad it won't grip the head at all I was thinking the wider flat bit below the head

the bigger irwin worked 13 0r 14mm it was hammered straight on took the crankit was slightly askew but held.
new caliper now on which only took 10 mins.

Those Irwins are invaluable, everyone should (and eventually will) own a set!
