Are you looking to make or buy, if making a loop of chain with a piece of pipe at the bottom (to stand on) might be better depending on your usage as then it is flexible so won’t bend and catch on things if you go off road.
I will think you would be better with a length of chain bolted in the same place with a piece of pipe or similar threaded onto it and secured into place. that way if you do off road and still want steps you don't have to remove anything.
