So I am replacing the motor part of the heater assembly and need to remove the fan from the existing spindle. Does the metal collar just prise open? or do the plastic wedges need to be prised upwards? or am I missing something??

Looks like the centre spindle has an indent and the collet tabs lock into it.

I wouldn’t be surprised if it was brittle enough to break a few tabs trying to pull them over the end of the spindle. I’d warm everything up a bit to help things but it looks like it should just pull off.
 
Left field solution - I cut through the spindle at the motor end and tapped it through the collet from behind. :)
As a result I now have a fully operational heater motor fan once more...and as the ballast resistor still works, I have a 2 speed heater fan motor. :D
