I have a 2001 Discovery and have a problem with the middle row of seats. The back drops down as it should but I can't release them from the floor to drop them forwards.

I have tried a bit of wd40, used a bar to try and get a bit of force and located the cable under the seat trying to release it by hand but still they won't budge.

Any other way of releasing them?

Is the locking mechanism on the seats moving at all?

When the seat backs fold down, the bottom cushion can sort of shift forward and down to make a flat load floor.
The strap at the front of the bottom cushion you need to pull forward is to allow the seat bottom to raise back up, then the seat back will fold back.
 
I can't see if it's moving or not but I suspect not.

Sorry I'm a little confused, the strap that I'm referring to is on the back of the seat not the front, I don't have any on the front. Also the Base of the seat doesn't move when the back is folded down.
 
I think dippypud may be referring to the occasional seats on a 7 seater.
The pull strap, as you say, is on the back of the bottom cushion. This should be pulled up and slightly away from the cushion.

Fold the back all the way down, then pull the loop of strap backwards towards tailgate. That is how mine go down.
