As all ready stated by others, it is a harmonic vibration damper. It is supposed to dampen low level frequency vibrations from entering the cabin. It is simply a heavy cast iron block.

I would advise you to clean your engine and around your gearbox so you can see where the oil or fluid is coming from. At first glance at the photo it looks like the gearbox is leaking, but as the vehicle moving forward will cause fluids to be thrown backwards over other parts only cleaning will give you a definitive location.

At the very least check all your fluids in the meantime, you dont want a major component to go bang.

And also it looks like you've got an oil leak. Dont think its the damper tho.:p

I'm sure that Ian did not say that the round donut thing had an oil leak, he asked what it was called.
