Ok this is now sorted, i replaced the LCM, no...... i replaced the igniter NO.... i replaced the ballast resister..NO so in desperation I replaced the whole headlight, YES all working now, but i don't know why, when I took it apart to change the igniter I checked all the wiring for loose connections, all sound with my test meter,

So I cant tell you why it was flashing, but its cured ( i also used my original bulbs as none came with the headlight)

what you might find is a burnt/damaged connection or wire that works fine under no/light load, but breaks down once loaded up, then gets a better connection once its hot. eventually would fail completely
