My guess is that it's in the back of the passenger compartment fuse board inside the vehicle.
 
Relay R137 which looks to be one of the fixed relays in the Passenger Compartment fusebox.

Check Fuse 18 as well, bottom of the left-hand row of fuses in that fusebox.

Thanks I will go and have another look, is that a relay in with the fuses or behind the fuse box and out of sight? I've found 3 relays in there it seems to have a r/h indicator relay, a l/h indicator relay and a larger one which also does not effect the wiper if its removed. I found the fuse and that's ok. Maybe they changed things during the production? I have a 1999 car with the problem and I have a good 2000 model I can check against
 
Yes wiper motor seized solid, freed up and still no good, power probe in the socket and nothing so I thought the relay was faulty as well as a seized motor but then realised the battery was flat, now its all fixed :D Thanks for the help.
