I got a stainless poly bush kit to fit, but one of the big washers has a countersunk in it.

Does it fit ....

I reckon it’s either A - up against the edge of the bar, of D - facing the washer and nut
 
Or it could be B or C to allow the centre tube to move a bit as the bushes are squashed together when tightening up big nut.

Why isn’t anything easy ???
 
In your case the chamfer on the washer is there so the the weld on the arm has somewhere to go and allows the washer to sit flat. If you ever have one to fit under a bolt head then the chamfer normally faces the bolt head so that the radius between the head and the shank of the bolt sits in it
