Unfortunate enough to live in victorian terrace, and have the usual mid terrace tunnel/PROW, serving rear of whole street, between,us and neighbour "A.####" they have drilled through from front and rear rooms and clipped an ordinary length of ring main type wire between the two rooms at waist hight in the tunnel.
Pretty sure this HAS be illegal, but told none of my business they OWN their house. So who to report it too before a kid on a bike or a granny with a bin scrapes it?

Not illegal but in an ideal world should have some mechanical protection if low down ie plastic trunking or conduit other than that nothing you can do
If the work inside is not subject to a part p cert even less you can do about it!

should be fun if they want to sell up at anytime for starters,
also, is it a communial throughway...
if it is then praps one of your fellow neighbours can make the call.

at the very least, an email with photos should go to your local councilors, who if there any good, will know who to contact from within the council.

From what I could find online ,but I is only a simple former nuclear armourer, there is something about the grey stuff not being UV stable, and yes it is common thoroughfare and considered public right of way by council.

I can't solve the problem but we have something similar in the back lane that serves our back yards. One of the houses has some wiring on the outside wall facing the lane. And gas in bog standard 15mm copper pipe. It always looks very vulnerable to me. Indeed, one of the gas pipes has a rather large dent in it from when some building work was being done in one of the other houses. I'm tempted to offer to box it in myself, because I drag my tools, pressure washer etc. up and down the footpath to work on the Land Rover.

Cables not run in prescribed zones, cables not mechanicaly protected although not illegal as such, needs to be rectified to meet current electrical standards BS7671 and saftey requiements. If you get no joy with the owner and the comunal area is controled by the local authority a word with the council may be in order

tbh, for what it would cost, I would just whack a length of galvanised capping over it and leave it at that.

capping is about £4 a length from DIY, less if you have a wholesaler or similar you can use.

Electricity at work reg's until it kills someone=no problem.

Point is they are being awkward as in it is their property/cable/wall(albeit outside the property so now in a public place) and have already tried to get me done for even touching it it to point out the danger to others. Hence who with the right clout can I inform?

Wouldn't the local 'travellers' have waited until the eary hours and then cut out what they could?

Just askin :D

gav capping isn't suitable for mechanical protection, it doesn't meet the requirements of 522.6.5
PVC insulated cable is also not suitable for external use.

Why is it people won't play with gas plumbing, cos is dangerous, but quite happy to feck about with electricity? which is even more dangerous.

could try the building inspector.

I likes things that go BOOM
should I just run gas through the hole in the wall overnight:D

Just stick a pump on the gas, and point the pipe in the direction of the boiler, then just put a coller on the pipe - it'll all work fine, you don't actually need to run pipes all the way for gas - it can travel through air quite happily :p

Had hoped for a few sensible answers, by not going anything go's, 2/10 seems better than getting stuck in south wales woods:D
have had reply from council "your email has been passed to **********" so at least when I is elektrofied I have a paper trail :)

You may have to chase up council, just because they acknowledge receipt of your email doesn't mean they will answer it.

Unless one of they properties are council owned they may not wish to get involved even if alley is acknowledged as right of way.

Maybe contact local building control, h&s or one of the electrical bodies, Nic Eic or Selecta, although may not be their domain either I am sure they would be able to point you in the right direction.

Best of luck
